  Certified Cargo Screening Program Overview

The 9/11 Commission Act mandates 100% cargo screening at the piece level, originating in the U.S., and transported on passenger aircraft by August 2010. The industry is required to attain 50% screening no later than February 2009. TSA has acknowledged the negative impact this mandate will have on businesses by way of significant air cargo handling delays at airlines. This is why the TSA implemented the Certified Cargo Screening Program (CCSP).

The CCSP enables Certified Cargo Screening Facilities (CCSFs) to screen cargo prior to acceptance at the freight forwarder or air carrier. Thus, the CCSP provides a mechanism by which the industry may achieve 100% screening without impeding the flow of commerce. A voluntary program, the CCSP is designed to enable vetted, validated, and certified supply chain facilities to screen air cargo prior to delivering it to the air carrier. The CCSP provides additional screening capacity and a practical, effective opportunity for screening to occur on individual pieces of cargo prior to consolidation.

Any facility that tenders cargo directly to an air carrier or indirect air carrier (IAC) may apply to become a CCSF. This includes:

  • Manufacturers
  • Warehouses
  • Distribution Centers
  • Third Party Logistics Providers
  • Indirect Air Carriers
  • Airport Cargo Handlers
  • Independent Cargo Screening Facilities

The Safety Act

The Department of Homeland Security’s ‘Support Anti-terrorism by Fostering Effective Technologies’ Act of 2002 (SAFETY Act) provides “risk management” and “litigation management” protections for sellers of qualified anti-terrorism technologies and others in the supply and distribution chain, such as those planning on becoming a CCSF. The aim of the Act is to encourage the development and deployment of anti-terrorism technologies to enhance the protection of the nation. There is an entire website devoted to educating and encouraging cargo handlers to take advantage of the SAFETY Act. The website address is www.safetyact.gov.
