ACE Update: Remote Location Filing Entries

Announcement of ACE NCAP Test for RLF Entries
On July 13, 2015, a Federal Register Notice (FRN) was published announcing CBP’s plan to proceed with a National Customs Automation Program (NCAP) test concerning ACE entries filed using remote location filing (RLF) procedures. The initial phase of this test began on August 12, 2015.

ACE RLF Procedures
The FRN updates the RLF procedures when using ACE Entry Summary Certified for ACE Cargo Release method of entry filing. As of now, only entry types 01, 03, 11 and 52 are eligible, however, CBP will expand the entry types eligible for ACE RLF entries as more entry types are added to ACE. Customs brokers must also have a national permit and must transmit invoices through the Document Imaging System (DIS) at CBP’s request. The test will allow the use of electronic single transaction bonds for ACE RLF entries and all ports will accept RLF entries.

Participation in the Test
If you wish to participate in the ACE RLF test, contact your ABI client representative. In order to participate, you must provide CBP with your filer code and the port(s) where you are filing RLF entries. You must also have the ability to electronically transmit through the DIS. Further, your surety market must have the infrastructure in place to file eSTBs if you wish to file RLF entries for an importer that does not have a continuous bond.

Current RLF Procedures for ACS Entries
 If you filed RLF entries in ACS, you are still required to follow the requirements as outlined in the ACS RLF Handbook.
