Customs and Border Protection Bonds FAQ – How Do I Resolve an eBond Rejection?

As part of our ongoing efforts to provide the tools and resources you need to successfully manage a compliant Customs Bond Program, we offer the following answers to your most frequently asked questions.

The following information reveals some of the most common reasons why eBonds are rejected by CBP and solutions on how these issues can be resolved.

PRINC ID NUM NOT IN ACE or PRINC ID NUM NOT ACTIVE IN ACE
(The principal does not have a valid CBP5106 on file in ACE)
Customs brokers may file an electronic CBP5106 via ACE for domestic principals; CBP requires a paper CBP form 5106 be filed for all foreign principals. Once the 5106 is on file, re-transmit the bond to CBP; this option is available via the action dropdown menu for the bond in your FastBond™ control center.
CANNOT ADD STB ALREADY ON-FILE FOR TRAN
ACE does not allow for duplicate bonds on file. ACE will reject any STB (single transaction bond) filing if it already has a valid bond on file for the entry number (for entry bonds) or ISF transaction number (for ISF bonds).
The solution to the problem depends on what status the bond is in ACE:
IF BEFORE the entry has matched the bond then submit a void to ACE and file a new bond.
If AFTER the entry has matched the bond, the only transaction ACE will accept is a change to the bond amount. Submit an adjusted bond amount, if applicable; otherwise contact your bond service representative for assistance.

The void and adjusted bond amount options are available via the action dropdown menu for the bond in your FastBond™ control center.
CANNOT ADD BOND ALREADY ON-FILE FOR IR
Similar to Reason Two above, ACE will reject any continuous bond filing if a valid bond of the same activity code for the same importer number is already on file.
When replacing an existing bond, you must provide an effective date at least 1 day after the previous bond is terminated. For example, a continuous bond has a 6/1/2017 termination date in ACE. The earliest effective date the replacement bond can be made is 6/2/2017, as the previous bond technically expires at midnight.
