Roanoke Trade Contributes to Milestone Number of ATA Carnets Issued in 2016

2017 has gotten off to quite a start celebrating an all-time ATA Carnet high of over 20,000 ATA Carnet documents issued in 2016. Roanoke Trade and its partners contributed to more than half of these ATA Carnets issued in the United States. This makes Roanoke Trade the largest ATA Carnet provider in the U.S., all thanks to our very loyal and supportive customers.

Kazakhstan Will Accept ATA Carnets Effective April, 2017

Keeping the ATA Carnet momentum going in 2017, USCIB announced that Kazakhstan will start accepting ATA Carnets for professional equipment, commercial samples and exhibitions and fairs April 1, 2017. Kazakhstan has had a growing economy since its independence in 1991 and accepting ATA Carnets only furthers its position in the global economy. This makes Kazakhstan the 77th country to accept ATA Carnets.

USCIB Announces Changes In Preparing ATA Carnets for Live Horses

The United States Council for International Business (USCIB) has informed us that effective April 1, 2017, all ATA Carnet Preparers that have a horse(s) entered on their general list will be required to complete and submit an ATA Carnet Horse Questionnaire along with any related supporting documentation before the ATA Carnet can be issued. USCIB recommends Preparers use the Fédération Equestre Internationale (FEI) database as a tool to assist with the validation of the value of the horse(s) in addition to the questionnaire.

Brazil Welcomes ATA Carnets!

rio-imageAfter much anticipation USCIB announced that Brazil has started accepting ATA Carnets for professional equipment and exhibitions and fairs! This could not come at a better time with the 2016 Olympic and Paralympic Games being held this year in Rio.

ATA Carnets are, simply put, passports for goods as they facilitate temporary entry into over 100 countries. Brazil has adopted and now is implementing the ATA Carnet system which will ease the requirements for companies and athletes involved in Rio 2016.

The LACBFFA is hosting a workshop on Wednesday, May 4, 2016, at the Holiday Inn in Torrance, CA, at 19800 S. Vermont Avenue. Speaking about ATA Carnets is Amanda Barlow, Vice President ATA Carnet of Roanoke Insurance Group Inc. Registration begins at 8:00am and will be followed by the presentation which will start at 8:30am.

ATA Carnet Processing Fees Set to Increase in 2016

The U.S. Council for International Business (USCIB), the U.S. appointed national guaranteeing association for ATA Carnets, announced that the ATA Carnet processing fees will increase on February 1, 2016.

The new pricing structure increases the basic fee tiers from four to six, allowing for more fee options based on a wider variety of general list values. The new basic fee range set by USCIB is as follows:

All other ATA Carnet related fees will not increase; this includes the cost to obtain additional sets of counterfoils and vouchers, as well as the continuation sheet pricing.

ATA Carnet Shipments Impacted by Importer Security Filing (ISF)

The trade community is directly impacted by CBP’s importer security filing (ISF, also known as 10+2) requirements. ATA Carnet shipments are no exception, as ATA Carnets are not exempt from ISF. However, ATA Carnet shipments are exempt from posting the bond required of other shipments entering or re-entering the U.S. via ocean vessel. Except for the provision of the six digit HTSUS codes, the information needed to complete the ISF can be found on the ATA Carnet or available from the customs broker clearing the entry.

Final EEI Ruling Published Without Change

After great anticipation, we are pleased to announce that the Census Bureau’s International Trade Management Division (ITMD) published the Final Rule on Friday, May 15, 2015. This new rule, which revises the Foreign Trade Regulations (FTR), Title 15, Part 30, finalizes the interim rule without change. The final ruling reinstates the previous filing exemptions in Sections 30.37(q) and (r) of the FTR for temporary exports, which includes ATA Carnets and goods that were imported under a Temporary Import Bond (TIB).

New Procedure for Hand-Carried Diamonds Entering Israel on an ATA Carnet

We received notification from USCIB that there are new procedures for hand-carried diamonds entering Israel on an ATA Carnet, effective January 15, 2015. However, the instructions provided in handling the ATA Carnet validation and the merchandise are unclear. In the meantime, the Israeli guaranteeing association is checking with their authorities and we hope to receive clarification as soon as possible.
